It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). Each major government department was given its own PSA setting out clear targets for achievements in terms of public service improvements.The 1998 CSR also introduced the DEL/ AME framework for the control of public spending, and made other framework changes. Building on the investment and reforms delivered by the 1998 CSR, successive spending reviews in 2000, 2002 and 2004 have:"provided significant increase in resources for the Government’s priorities, in particular health and education, and cross-cutting themes such as raising productivity; extending opportunity; and building strong and secure communities;" "enabled the Government significantly to increase investment in public assets and address the legacy of under investment from past decades. Departmental Investment Strategies were introduced in SR2000. They have also been refined in line with the conclusions of the Devolving Decision Making Review to provide a framework which encourages greater devolution and local flexibility. Technical Notes were introduced in SR2000 explaining how performance against each PSA target will be measured; and"not only allocated near cash spending to departments, but also – since SR2002 - set Resource DEL plans for non cash spending.To identify what further investments and reforms are needed to equip the UK for the global challenges of the decade ahead, on 19 July 2005 the Chief Secretary to the Treasury announced that the Government intends to launch a second Comprehensive Spending Review (CSR) reporting in 2007.A decade on from the first CSR, the 2007 CSR will represent a long-term and fundamental review of government expenditure. It will cover departmental allocations for 2008-09, 2009-10 and 2010 11. Allocations for 2007-08 will be held to the agreed figures already announced by the 2004 Spending Review. They set out agreed targets detailing the outputs and outcomes departments are expected to deliver with the resources allocated to them. The new spending regime places a strong emphasis on outcome targets, for example in providing for better health and higher educational standards or service standards. The introduction in SR2004 of PSA ‘standards’ will ensure that high standards in priority areas are maintained.The Government monitors progress against PSA targets, and departments report in detail twice a year in their annual Departmental Reports (published in spring) and in their autumn performance reports. 10 vogue words, buzz words and catch phrases
•• Речевая мода и ее влияние на язык – тема неисчерпаемая. Модные слова, «словечки», выражения, фразы – все то, что объединяется английскими словосочетаниями в заголовке этой статьи, – играют огромную роль в развитии любого языка, возможно не меньшую, чем необходимость именовать новые явления действительности. Нельзя согласиться с мнением, что языковая мода – явление чисто паразитарное, эфемерное, что модные слова исчезают, не оставляя следа или перерождаются в стертые клише. Во всех этих «обвинениях» есть доля истины (достаточно вспомнить такие модные сейчас слова-паразиты как как бы и на самом деле), но человек, который хочет понять язык и общество, не может позволить себе ими ограничиваться. Что касается переводчика, то он должен «следить за модой» во всех языках, с которыми он работает.
•• Почему в какой-то момент большинство из нас вдруг начинает все чаще говорить «однозначно», «структуры», «вменяемый», «разборка», «подковерная борьба» и тому подобное? Для всех этих слов и выражений нетрудно найти синонимы, которыми мы раньше прекрасно обходились. Некоторые из этих слов встречались в нашей речи и раньше, правда, далеко не так часто, как до возникшего поветрия. То же самое происходит время от времени и в английском языке. Чаще всего это происходит так: все большее число говорящих подхватывают какое-либо слово или выражение из числа общеупотребительных (relate to, manipulate, pipeline), терминологических (schizophrenia, subtext, synergy, oxymoron), жаргонных (no-brainer, reality check) и даже иностранных (déjà vu, chic, macho) и без особой на то видимой причины такое слово становится общепонятным в определенном значении (иногда туманном, размытом – relate to, forward-looking, а иногда – в четком и даже единичном – no-brainer, subtext). К этой же категории я отношу популярные в какой-то период словосочетания и «прецедентные высказывания» типа Нам такой хоккей не нужен или The buck stops here (см. статью policy, politics, politician). •• closure – основное значение этого слова (например, в словосочетаниях school closure, military base closure, closure of debate) соответствует русским словам закрытие, завершение, прекращение. Подбор правильного соответствия не требует особых усилий. Правда, в некоторых случаях желательно достаточно полно представлять себе, о чем идет речь. Так, в последнем примере – closure of debate - имеется в виду принятая в Конгрессе США специальная процедура голосования с целью прекратить так называемый филибастер – преднамеренное затягивание прений. Этимологически и в смысловом отношении близко к первоначальному и значение этого слова в словосочетании closure of a deal - примерно то же самое, что у нас оформление сделки. Webster’s Third International Dictionary дает как устаревшее значение agreement. Мне, однако, не раз приходилось слышать его именно в этом значении из уст госсекретаря США Джорджа Шульца: We need to come to closure on this issue before the summit. Дальнейшее развитие основного значения привело к широко распространившемуся в последнее время новому оттенку, еще не отраженному в большинстве словарей. Определение, найденное мною в Cambridge Dictionary of American English, оставляет желать лучшего: the satisfying feeling that something bad or shocking has finally ended (и пример: Only the recovery of the bodies of the victims of the crash would bring closure to their families). Все в этом определении, особенно слово satisfying, сильно огрубляет действительную картину.
•• Обратимся к материалу телеканала «Би-би-си» о состоявшейся 28 октября 2001 года в Нью-Йорке поминальной службе по жертвам трагедии 11 сентября: One word was on everyone’s lips at Sunday’s memorial service for victims of the World Trade Center disaster – “closure”. Дальше в тексте множество «подсказок», позволяющих точнее истолковать это слово: It is difficult for the grieving relatives to come to terms with their loss... It’s difficult to come to grips with... It’s another step in putting this behind you... и наоборот: This is not closure to me, it just opens a wound. I don’t think I’ll ever heal from this. В другом контексте: Jessica Patterson, a former Enron employee, said Jeffrey K. Skilling, the former chief executive [...] “didn’t say anything that brought any closure” (New York Times). Как мне кажется, перевод этого слова в данном значении почти всегда контекстуален и в какой-то мере – дело вкуса и такта. Это может быть облегчение, исцеление, вариант с глаголами примириться или смириться (с потерей), может быть, даже итог или катарсис. Впрочем, иногда перевод, как говорится, напрашивается: There was much questioning whether the trial would finally bring closure to the single darkest event in the history of Alabama (www.africana.com). – Многие задаются вопросом, сможет ли этот судебный процесс подвести черту под самым мрачным событием в истории Алабамы;
•• conventional wisdom – популярное с некоторых пор выражение, означающее общепринятое мнение (далее обычно следует его опровержение или уточнение);
•• to be in denial – из психиатрии это выражение перешло в разряд широко употребительных. Из письма возмущенного читателя (явно не поклонника Клинтона) в редакцию журнала Time: Are we in denial? Are we not aware that America’s declining moral and ethical standards are reflected in the polls that sanction the alleged conduct of the President? ( Sanction здесь означает одобрять, допускать. Случай употребления этого слова в обратном по существу значении см. в статье treat, treatment.) В психиатрии to be in denial означает отторгать, не желать воспринимать неприятную, негативную информацию. В переводе данного примера можно ограничиться вполне обиходным Неужели мы не хотим видеть очевидного?
•• empower – сверхмодное слово! Его и образованные от него слова см. в статье empower, empowering, empowerment;
•• forward-looking – стало модно в самое последнее время. Значение довольно размытое. Что-то среднее между прогрессивный, перспективный и интересный, серьезный;
•• fungible – до недавнего времени это модное словцо, в переводе которого словари вряд ли помогут, встречалось в основном в финансово-экономических текстах: Money is fungible означает, что деньги легко перетекают из одной сферы в другую, что они не могут быть «помечены». Удачного сжатого русского перевода мне не встречалось. Но вот недавно в журнале Fortune обратило на себя внимание такое предложение: In Florio’s hands, truth is a fungible commodity. Inside the company it is well known, as a former executive puts it, that “anytime Florio tells you a number, you should cut it in half.” Из контекста очевиден смысл: Для Флорио правда – понятие растяжимое. Еще пример из «антиклинтоновской речи» сенатора Либермана: I am afraid that the misconduct the president has admitted may be reinforcing one of the worst messages being delivered by our popular culture, which is that values are fungible. Здесь тот же смысл:...недопустимое поведение президента подкрепляет утвердившееся в нашей культуре вредоносное утверждение, что мораль – понятие растяжимое/условное/относительное;
•• get a life – недавно это выражение встретилось в неожиданном контексте – кроссворде в газете New York Times. Там оно определено просто – a 90’s catch phrase. Обычно эта фраза (в повелительном наклонении) обращена к юным лоботрясам: Get a life! Означает примерно Возьмись за ум! или Не проспи жизнь!
•• hoops – новомодное (после вышедшего несколько лет назад одноименного документального фильма о подающих надежды юных баскетболистах) значение этого слова пока нашло отражение только в некоторых Интернет-словарях, например в www.dictionary.com. Hoops – баскетбол (делится на pro и college – профессиональный и по правилам университетской лиги), hoopster – баскетболист;
•• governance – согласно словарям – книжное. В последнее время стало широко употребимым. См. в статье government, governance;
•• hyperventilate – Новый БАРС содержит слово hyperventilation с пометой физиол., мед. – гипервентиляция, перенасыщение кислородом крови. Глагол to hyperventilate – глубоко дышать, практиковать глубокое дыхание. В толковых словарях английского языка информации больше. The American Heritage Dictionary определяет to hyperventilate как to breathe abnormally fast or deeply; to breathe in this manner as from excitement or anxiety. Войдя в моду, это слово стало означать нечто вроде задыхаться от возмущения, возбуждения или в пылу полемики. Часто приходится подыскивать контекстуальный перевод, что можно проиллюстрировать следующими примерами:

•• manipulate, manipulative – не все словари фиксируют значение этого глагола ловко использовать в собственных целях. Соответственно, модное He is very manipulative невозможно перевести при помощи «эквивалента», предлагаемого Новым БАРСом,- связанный с манипуляцией, управлением ( машиной и т.п.). Возможный контекстуальный перевод: Он мастер интриги или Он ловко манипулирует людьми;
•• no-brainer – из молодежного жаргона перешло в обиходную речь многих американцев (аналогичный пример – слова cool, weird, в комментариях не нуждающиеся). Значение этого словца простое – эквивалент нашего тоже «молодежного» – это ежу ясно;
•• oxymoron – для большинства из нас полузабытый термин из области языкознания (стилистический прием, основанный на сочетании антонимических по значению слов, например, cruel kindness). Для образованных англичан и американцев – любое внутренне противоречивое высказывание или явление (см. также статью schizophrenia, schizophrenic). The radical center is an oxymoron only if you believe that the left and right still define all the worthwhile ideas and policies (New Yorker). – Концепция «радикального центра» внутренне противоречива лишь в глазах тех, кто считает, что все идеи и политические направления по-прежнему сводятся к «левым» и «правым»;
•• pipeline – пример модного сейчас употребления этого слова (кстати, отраженного в наиболее полных словарях) из журнала Fortune: The firm is running off its backlog, and the pipeline is running dry. – Фирма работает за счет прежних заказов, а новых становится все меньше. In the pipeline – близко к русскому в работе, на подходе;
•• proactive – см. отдельную словарную статью;
•• reinvent – вошло в моду в 1990-е годы. To reinvent government – переосмыслить роль государства; to reinvent welfare – перестроить систему социальной помощи;
•• relate to – фраза I don’t relate to it может означать едва ли не все, что угодно, например, Мне это неинтересно, или Я этого не понимаю, или даже Я с этим не согласен. То входит в моду, то выходит из нее;
•• reality check – первоначально из молодежного жаргона. Из речи yuppies – состоятельных молодых людей либеральных профессий – перекочевало в лексику различных слоев общества. Mrs. Albright... said she aimed to provide both Israelis and Palestinians with a reality check (International Herald Tribune). – Олбрайт заявила, что собирается напомнить как израильтянам, так и палестинцам о некоторых реальностях;
•• schizophrenia – см. отдельную словарную статью;
•• stakeholder – до недавнего времени просто акционер, но в последние два-три года с быстротой молнии распространилось новое значение – сторона, участник какого-либо общественного процесса. Как правило, имеются в виду государство, деловые круги, общественные движения, организации, отражающие интересы различных слоев общества, и т.д. Отсюда словосочетание multistakeholder dialogue, которое, чтобы не усложнять себе жизнь, лучше переводить просто многосторонний диалог;
•• synergy – согласно Новому БАРСу, это слово относится либо к медицинской терминологии ( синергия), либо к разряду книжных слов. В современном английском встречается сплошь и рядом в значении сочетание взаимно усиливающих друг друга сил, явлений, тенденций и т.п. или просто любое сочетание, как в этом примере из журнала New Yorker: I don’t think that these synergies would work. I wonder whether a writer would want to spend his time managing his business rather than writing;
•• vision – это чрезвычайно модное слово см. в статье philosophy;
•• to walk the talk – неожиданно вошедшая в моду фраза, выражающая мысль о том, что слово не должно расходиться с делом. Lazard is a group of important people giving important people advice. Doubtless Rohatyn counted himself among the former, and he did walk the talk (Fortune);
•• - wise – так же, как и -ism, относится к модным суффиксам. При его помощи образуются какие угодно слова – policy-wise, talent-wise, credibility-wise и т.д. Все они без особого труда понимаются и переводятся при помощи словосочетаний с точки зрения, в смысле, в аспекте.
•• В заключение простой совет – не увлекайтесь модными словами и фразами (равно как и жаргонными и другими фразеологическими выражениями) по крайней мере до тех пор, пока у вас не будет уверенности, что вы их полностью «прочувствовали». Иначе можно попасть впросак, перепутав или смысл, или связанные со словом ассоциации, или допустив совсем ненужную вам иронию. За модой надо, конечно, следить, быть «во всеоружии», но, мне кажется, что говорить на иностранном языке, да и на родном, надо просто и ясно.

Я, говорил он, старался не втягиваться в politics, а все внимание сосредоточивал на policy, на policy-making. В этом высказывании сконцентрировано различие между этими двумя понятиями, которое часто упускают из виду. And it’s happening again as the countries in Southeast Asia search for a scapegoat for the financial crises that have beset them in recent weeks. [...] All these wild charges, of course, may make good politics (International Herald Tribune). – ...Конечно, на всех этих скандальных обвинениях можно набрать политические очки (или очки во внутриполитической борьбе).
•• Аналогичный пример: Many if not most citizens of Taiwan no longer believe in reunion with the mainland and are eager for international recognition in their own right. Taiwan’s politics cater to this popular view (Don Oberdorfer). Здесь возможен такой перевод – разумеется, чисто контекстуальный: Тайваньские политики отражают это широко распространенное мнение. Politics может иметь и сильный отрицательный оттенок. Словарь Safire’s Political Dictionary дает следующее определение выражения playing politics: placing partisan gain above the public interest, т.е. ставить узкопартийные интересы выше интересов общества.
•• Не всегда легко поддается переводу словосочетание the politics of. Вот перевод подзаголовка статьи о политической ситуации на Украине: Политика президентских выборов. Совершенно непонятно, о чем тут речь. Из текста же ясно, что в этом разделе говорится о влиянии будущих президентских выборов на политическую ситуацию, политическую борьбу. Лучше было перевести Президентские выборы и политическая борьба.
•• Выражение из другого смыслового ряда – office politics. Смысл его – то, что у нас принято называть служебными интригами, подсиживанием. Иногда оно близко по значению к turf (или territorial) battles – ведомственные, бюрократические игры, внутри- или межведомственная борьба (войны).
•• Не всем известно, что значит слово politic (у него есть еще антоним impolitic). Словари дают значение (политически) выгодный, благоразумный, дальновидный, дипломатичный. В следующем примере из журнала Fortune, скорее всего – осторожный: When Reilly called Tom Florio and Tina Brown for comment, on the record both were politic but behind the scenes they were livid. (Здесь слово livid – синоним mad – вне себя от ярости.)
•• Теперь обратим внимание на значение слова policy, не всегда отражаемое словарями и близкое к русскому твердое правило. Вот два примера из одного номера журнала «Ньюсуик»:
•• 1. A new policy [of a television network] prohibits paying “criminals, convicts or miscreants.”
•• 2. HIID [Harvard Institute for International Development] policy does not allow its employees to invest in the countries they counsel.
•• Слово politician по-английски – нечто среднее между русскими политик и политикан. Контекст, как правило, позволяет без особого труда решить, какое из этих русских слов подходит лучше. Труднее правильно перевести русское политик. Почти всегда подходит policy-maker, иногда – political leader. Нейтральный, хотя и слишком сухой вариант – political figure. А как же перевести слово политикан? Иногда вполне подойдет politician или petty politician или just a politician. Ну, если нужен «колорит», можно попробовать politico или pol: Washington politicos can’t wait to start slugging (International Herald Tribune). – Вашингтонские политиканы рвутся в драку.
•• Политические термины, словосочетания, поговорки широко распространены в речи американцев, особенно образованных и следящих за средствами информации, значительное место в которых занимает политика в ее разных ипостасях. Вот несколько словосочетаний со словом political:
•• political animal – «политическое животное», т.е. человек (как правило, политик) с сильно развитыми политическими инстинктами. Кстати, еще Аристотель в своем трактате «Политика» писал: «Человек по природе своей – животное политическое»;
•• political capital см. также political mileage – политический капитал, выигрыш, «навар». Употребляется обычно с негативным оттенком;
•• political correctness – понятие политической корректности в последние годы получило распространение и у нас. Поэтому объяснять его нет особой необходимости. Важнее знать, чего не следует говорить (или как не следует выражаться), чтобы не выйти за рамки политически приемлемого в данном обществе. Так, в Великобритании, во всяком случае до недавнего времени, было не принято негативно высказываться о королеве. В Соединенных Штатах давно уже нельзя говорить Negro (раньше говорили и писали black, а теперь не очень корректно и это, сами чернокожие американцы (и многие белые) предпочитают African-American). В качестве общего принципа политической корректности можно сказать так: нужно избегать любых слов и высказываний, которые могут задеть то или иное более или менее организованное меньшинство (за исключением явно экстремистских) – политическое, расовое, сексуальное. Бывшие граждане СССР обычно относятся к политкорректности резко отрицательно, что может быть отчасти реакцией на многолетнюю жизнь в условиях жесткой политической регламентированности. Лучше, однако, не читать по этому поводу нотаций американцам. У истоков Соединенных Штатов стояло религиозное меньшинство (пуритане с корабля «Мэйфлауэр»), и сейчас Америка нередко предстает как огромное «сообщество меньшинств»;
•• political football – объект политических игр. Уильям Сэфайр приводит пример из выступления бывшего президента США Гарри Трумена, обвинившего Дуайта Эйзенхауэра в том, что тот “used our foreign policy as a political football.” Еще одно интересное и малоизвестное значение слова football - «ядерный чемоданчик» – но не в значении миниатюрное ядерное устройство. Определение находим у Сэфайра – the small, thirty-pound metal suitcase containing codes that can launch a nuclear attack. It is carried by a military aide to the President and follows the chief executive wherever he goes;
•• political mileage – то же самое, что political capital, но с меньшим негативным оттенком.
•• Несколько выражений политического происхождения вошли в повседневный обиход и стали «повсеместно понятными» (generally understood). В некоторых случаях за ними закрепились и русские эквиваленты, не всегда, впрочем, самые удачные. Так, перевод рузвельтовского New Deal как Новый курс, на мой взгляд не идеален. Франклин Рузвельт в данном случае взял за основу Square Deal своего предшественника и родственника Теодора Рузвельта, который имел в виду не просто некий политический или экономический курс, а нечто большее, о чем свидетельствует следующая цитата: We demand that big business give people a square deal. Речь, как видим, идет скорее о «справедливой сделке», справедливом отношении большого бизнеса («олигархов», как у нас сказали бы сейчас) к большинству населения. Соответственно и Ф.Рузвельт, как явствует из его выступлений, имел в виду своего рода «новый общественный договор» между бизнесом и обществом. Разумеется, перевод Новый курс устоялся и изменению не подлежит, но не вредно знать, что стоит за рузвельтовским лозунгом (почти «новый строй»!). От Ф.Рузвельта остались и fireside chats (радио)беседы у камина – выступления президента по радио с доступным для каждого разъяснением важных вопросов политики и экономики. (Рузвельт использовал этот инструмент очень эффективно, а вот попытки использовать его в другое время и в другой стране выглядели, пожалуй, комично.) Также от Рузвельта остались и Four Freedoms – freedom of speech and expression, freedom to worship God, freedom from want (свобода от нужды) и freedom from fear ( свобода от страха, причем из знаменитой речи Рузвельта 6 января 1941 года ясно, что под этим он имел в виду далеко идущий процесс разоружения).
•• Знаменитое высказывание Теодора Рузвельта Speak softly and always carry a big stick (говори тихо, но всегда имей с собой большую дубинку) известно у нас в основном в «антиимпериалистической» интерпретации («политика большой дубинки»).
•• Несколько широко известных словесных шедевров принадлежит Гарри Трумену, например, знаменитое The buck stops here. Табличка с этим лозунгом стояла у него на письменном столе, и означала примерно следующее: «бюрократические игры кончаются здесь». Выражение to pass the buck, от которого происходит труменовский лозунг, означает спихивать на кого-либо решение (ответственность) в важном вопросе (у нас существует не очень распространенное, но яркое словечко спихотехника). Трумен ввел в обиход поговорку If you can’t stand the heat, get out of the kitchen, означающую, что политика – дело жестокое, но приходится терпеть. Если жарко – уходи, никто не держит.
•• Джон Кеннеди – автор «экономического афоризма» A rising tide lifts all the boats. – Прилив поднимает все лодки, т.е. общий подъем экономики выгоден всем – и богатым, и бедным. Он же в своей инаугурационной речи сказал запомнившиеся американцам слова: Ask not what your country can do for you, ask what you can do for your country. – Не спрашивай, что может сделать для тебя твоя страна, – лучше спроси, что ты можешь для нее сделать.
•• Любой образованный англичанин или американец, услышав Power corrupts, продолжит: absolute power corrupts absolutely (хотя не все знают, что это высказывание принадлежит английскому историку лорду Эктону – Lord Acton, 1834–1902; кстати, у него Power tends to corrupt – по-моему, точнее). Власть развращает, а безграничная власть развращает безгранично.
•• Еще несколько политических поговорок, вошедших в обиходную речь:
•• You scratch my back, I’ll scratch yours. – Услуга за услугу;
•• You can’t fight City Hall ≈ Плетью обуха не перешибешь;
•• How you stand depends on where you sit ≈ Где сидишь (т.е. какую должность занимаешь), на том и стоишь (такова и твоя позиция).
•• Интересное «политическое словосочетание» – вопрос Will it play in Peoria? означает Поймут ли нас в глубинке? Оно появилось во времена президента Никсона, и небольшой (хотя и не самый маленький) город Пеория в штате Иллинойс предстает здесь как символ провинциальности. Джимми Картер не оставил после себя ярких фразеологизмов, зато один из членов его кабинета, земляк президента из штата Джорджия Берт Лэнс прославился фразой: If it ain’t broke, don’t fix it. – Что не сломалось, не чини.
•• Список фразеологизмов и словосочетаний, политических по происхождению или основной сфере употребления, можно продолжать долго. Ограничусь несколькими, отобранными без особой системы:
•• bully pulpit – Теодор Рузвельт считал, что президентский пост дает возможность его обладателю быть «отцом нации», нравственным лидером и вдохновителем ее побед. Bully pulpit – «трибуна президента», с которой он проповедует нации;
•• gut issue – «нутряной вопрос». Так говорят о проблеме, нередко надуманной, которая вызывает у избирателей чисто эмоциональную реакцию, «задевает душу», заставляет «голосовать сердцем» (у американцев, как видим, кишечником);
•• heartbeat away from the presidency ≈ может быть, не сегодня-завтра президент. Эта фраза является своего рода напоминанием о том, что к выбору (и голосованию за) вице-президента надо подходить со всей ответственностью – случись что с президентом, и, казалось бы, малозначительный (что характерно для большинства администраций) человек становится национальным лидером;
